The Landowners Association was established April 21, 1976 by filing Articles of Incorporation with the state of Utah.

The association is mainly governed by provisions stated in the CC&Rs established for each subdivision. Any DVLA member in good standing may bring concerns regarding possible CC&R violations to the attention of the Board for evaluation in the following manner:
1) The referring DVLA member will complete the VIOLATION REFERRAL FORM and send or hand deliver it to the DVLA Secretary, 1137 Dammeron Valley Drive East, Dammeron Valley, Utah 84783, Telephone (435) 574-6397, at least five days prior to a regularly scheduled meeting of the DVLA Board of Trustees. Incomplete forms will not be accepted for review, and will be returned to the originator.
2) If accepted for consideration by the Board of Trustees, a summary of the complaint, along with an invitation to respond to the complaint will be mailed to the individual asserted to be in CC&R violation, and the matter will be referred to the CC&R committee for evaluation.
3) The CC&R committee will evaluate the complaint based upon the applicable CC&R documents, evaluate any additional information received in response from the individual asserted to be in violation and other relevant factors, and attempt to determine if the matter (or a similar issue) has been brought before the Board of Trustees in the past and, if so, if any previous action has been taken.
4) The CC&R committee will present its findings and recommendations to the DVLA Board of Trustees at the next scheduled meeting.
Minutes of CC&R Committee reviews will be maintained and submitted to the DVLA secretary in each month that the Committee meets.

The association is further governed by Bylaws established February 13, 1982 and amended February 10, 1987, July 15, 1995, July 20, 1996, May 18, 2002 and May 17, 2003 by a vote of the membership represented at annual meetings held on those dates.
